Establishes and implements short and long-range departmental goals, objectives, policies, and operating procedures. • Identifies legal requirements and government reporting regulations affecting human resources and administrative functions and ensures policies, procedures, and reporting are in compliance. • Confers with management to identify personnel needs, job specifications, job duties, qualifications, and skills. • Recruits, interviews, tests, and selects employees to fill vacant positions. • Plans and conducts new employee orientation to foster positive attitude toward company goals. • Advises management in appropriate resolution of employee relations issues. • Administers performance review program to ensure effectiveness, compliance, and equity within organization. • Administers benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance. • Administers salary administration program to ensure compliance and equity within organization. • Conducts wage surveys within labor market to determine competitive wage rate. • Prepares budget of human resources operations. • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations. • Prepares reports and recommends procedures to reduce absenteeism and turnover.
Bachelors degree in business administration or any related field. PHR certification preferred but not essential. Minimum 8 years experience in Human Resources Management included two years of supervisory experience. Knowledge of administrative and management practices and procedures. Generalist background with broad knowledge of employment, compensation, organizational planning, employee relations and training and development. Ability to cope with several jobs simultaneously and meet agreed deadlines. Excellent interpersonal, communication and leadership skills. Ability to work well through others. Excellent computer skills.
