• Report on and analyse domestic political developments on internal issues, particularly regarding reform, among political parties, the government, the parliament, labour organisations, professional syndicates, the media, religious organisations and civil society • Report on and analyse reform of the judiciary and legislative/parliamentary bodies, on election law, and other legislation relevant to political issues • The PAO will contribute to analysis of human rights developments, in areas of freedom of association and expression, fundamental human rights and democracy • Co-ordinate with Operations Sections of the Delegation on issues relevant to political developments (in particular, where EU funding is involved) • The PAO will actively contribute to the organisation and planning of visits of senior EU officials, European Parliament, Council Secretariat, and others as directed. • Support the Delegation/Section role in implementation, monitoring and organisation of European Neighbourhood Action Plan and any subsequent partnership activities in Egypt (sub-committee meetings, in particular), especially those concerning political dialogue, and will contribute to ENP reporting • The PAO will maintain a network of contacts among political actors in Egypt, and will liaise with the relevant services of the European External Action Service, the European Commission, Council Secretariat, and other EU institutions as appropriate.
The PAO should be fluent in Arabic, and should have advanced English language writing skills – writing reports in English is an important requirement for the post. The PAO will ideally have at least six years of professional experience and a university Masters degree relevant to political analysis, and a proven familiarity with Egypt’s political and socio-economic circumstances.
